Responsive Design. What is it and why is Google now penalizing sites that are not using it?

A recent update by Google to its mobile search engine will now start favoring web sites that adjust for smaller screens - those with a responsive site design. Considering that mobile searches make up about half of all Google searches, this is significant.
"Responsive design is an approach to web page creation that makes use of flexible layouts, flexible images and cascading style sheet media queries. The goal of responsive design is to build web pages that detect the visitor's screen size and orientation and change the layout accordingly."
Google's promise is to provide the most relevant search results. So a mobile friendly web site will naturally be more relevant in a Google Mobile search result.

Enter your site's home page URL to view how Google sees your site. You want the result to be "Awesome! This page is mobile-friendly". If you see "Not mobile-friendly" instead, your pages will not perform well in Google Mobile search results.
